JROTC offers the opportunity for high school
students to enroll in a leadership/citizenship program coordinated under
the umbrella of the Career, Technical and Agricultural Education
Division of the Georgia Department of Education. Any three JROTC courses
satisfy the requirements for a career pathway, and the JROTC curriculum
satisfies national and Georgia Performance Standards (GPS)
requirements. JROTC instructors in Georgia are required to secure a
Georgia teaching “Permit” through the Professional Standards Commission
in addition to their military credential. Georgia has its fair share of
available units/programs; however, schools/systems should apply for a
program in case expansion is accelerated. A waiting list is maintained
by each branch of service. National Defense Cadet Corps (NDCC) programs
are also available through the Army, Air Force, and Marine Corps. NDCC
programs are equal to JROTC programs except, they are 100% locally
funded. JROTC in Georgia (GAJROTC) is an affiliate organization of the
Association for Career and Technical Education and Georgia Association
for Career and Technical Education. Federal law establishes JROTC units
fairly and equitably across the United States.
The following information should be helpful if your school/system wishes to apply for a program:
- Survey the needs and support in the community
- View information concerning JROTC at the websites listed in the helpful links section on this page
- Contact the State JROTC Program Specialist at the GaDOE
- Complete the JROTC application on-line or request the application from one or all of the services
- Once the application is submitted, it is placed on the waiting list.
When tentatively selected to host a unit/program there will be an
on-site visit to determine if all requirements are met and final
approval is granted
- It is recommended that the school/system apply to all branches
Some services require a minimum high school
enrollment of 500 or more students. Currently, projected JROTC
enrollment must be 100 cadets or 10% of the school enrollment.
School/system must provide the following:
- Facilities, including space allocations for instructors’ offices, two classrooms, drill field, adequate and secure storage,
- Community support,
- Telephones and internet connectivity,
- Computer maintenance,
- Assist instructors in securing the Georgia “Permit,” and
- Other requirements depending on the service.
The services will provide the following:
- Partial reimbursement to the local school/system for instructor salaries,
- Uniforms, textbooks, curriculum, and authorized equipment,
- A minimum of two (2) instructors (all instructors are retired
military and certified by each branch of service. A list of qualified
applicants is posted on the service websites), and
- All curricula is written and approved by each service. JROTC curriculum incorporates Georgia’s GPS Standards.

National Defense Cadet Corps (NDCC):
An NDCC program is a military training program
that is 100% locally funded. At present, all NDCC programs are
coordinated by the U.S. Army, the Air Force, or the Marine Corps JROTC
headquarters. NDCC programs must follow all JROTC regulations and may
transition into JROTC programs and receive shared federal funding when
federal program allocations permit. In order to obtain an NDCC program a
school may apply through the application process located at the JROTC
websites listed above.
